The brief is for projects that can be experienced anywhere in the world.<\/p>\n<p>UK-based arts organisation Artangel have been inviting artists to propose projects through open calls since 1999. The idea is compelling and innovative.<br \/>\n2. The project is of an ambition comparable to past Artangel commissions.<br \/>\n3.
